Department/Program Overview:
North Carolina
Agricultural and Technical State University is a
progressive university offering fully accredited
academic programs to over 10,000 students. The
University has over 1,700 faculty and staff. The
University is engaged in a transformational
process to become an interdisciplinary
University with ambitious goals involving
expanding and diversifying resources,
globalization, information technology leadership

state and community. The Division of Human
Resources provides comprehensive programs and
services to support, attract and retain high
performing faculty and staff at the University,
as well as, to develop an interdisciplinary
workforce to effectively serve the University in
support of its mission. The Director of Employee
Relations and Affirmative Action Officer reports
directly to the Assistant Vice Chancellor for
Human Resources and is responsible for Employee
Relations and Affirmative Action for the
University faculty and staff. As Affirmative
Action Officer, the position will have a dotted
line reporting relationship directly to the
Chancellor.
Primary Duties and Responsibilities:

The Employee Relations
Director is responsible for all aspects of
Employee Relations for faculty and staff
(EPA and SPA) for NCA&T State University
-
As Director, the
incumbent is responsible for developing and
managing a campus-wide program of employee
relations affecting a variety of employment
issues
-
The scope of
responsibility will include the assessment
of work culture requirements and
collaboration with the Director of Training
and Organizational Development in the design
and implementation of comprehensive
supervisory/management training for the
University
-
Provide guidance on
disciplinary actions, faculty and staff
grievance administration and employee
counseling
-
Responsible for
compliance with State and University
policies and procedures including managing
the performance management appeal process
-
Monitor performance
management, conflict management, and provide
interpretation of regulations and policies
as well as make recommendations as
appropriate
-
Plan and administer the
employee recognition and awards program of
the University
-
Determine methods to
provide informational opportunities for
supervisors and employees about work
expectations, handling of informal
complaints and formal grievances
-
Serve as liaison to the
Staff Senate and Faculty Senate
-
Develop and implement an
effective performance management program for
faculty and staff that is designed to align
performance with the institution’s mission
-
Serve as key contact for
external agencies (i.e. UNC-General
Administration, Office of State Personnel,
State Employees Assistance Program, Office
of Administrative Hearings, Equal Employment
Opportunity Commission, and the Attorney
General’s Office) on employee relations and
affirmative action/equal employment
opportunity issues

As University Affirmative
Action Officer, the incumbent ensures that
NCA&T State University has an Affirmative
Action / Equal Employment Opportunity
program that complies with all Federal and
State requirements
-
The position has broad
responsibility for ensuring compliance with
EPA and SPA Human Resources policies, as
well as Federal and State regulatory
requirements regarding employment and
affirmative action
-
Responsible for all
reporting requirements, including
development of tracking and monitoring
metrics for affirmative action plans (both
State and Federal)
-
Train, handle and resolve
complaints; recommend additional staff
enhancements to educate managers and
supervisors
-
Serve as the Americans
with Disabilities Act (ADA) Officer and
responsible for compliance, training and
compliant handling in this area
-
Work with University
leadership and administration to ensure that
the university’s commitment to equal
employment opportunity is carried out
-
Regularly report to the
Chancellor and University community about
progress and concerns
Qualifications:
Completion of a four year degree in Human
Resources or related field and six years of
progressively responsible human resources
experience which includes managing professional
level employees and a variety of Human Resources
functions. Experience in Affirmative
Action/Equal Employment Opportunity and employee
relations is required. Computer proficient;
excellent communications and presentation skills
are required. An equivalent combination of
education and experience may be substituted.
Preference for candidates with Master’s in Human
Resources or related field. Degrees must be from
appropriately accredited institutions.
