Department/Program Overview:
The Division of Academic Affairs/Institutional
Planning, Assessment and Research (IPAR) invites
applications and nominations for the position of
Director for Academic Affairs/Institutional
Research. IPAR is a unit in Academic Affairs.
IPAR is responsible for the data collection,
analyses, and reporting as well as the
assessment and evaluation of academic
departments, programs and service units. IPAR
prepares reports to external accrediting,
ranking, and regulatory bodies, the University
of North Carolina System General Administration,
state and federal agencies, and responses to
internal requests for data and information.
IPAR seeks to excel in collecting, analyzing,
and disseminating data to these internal and
external constituents. Working collaboratively
with other units on campus, IPAR supports the
University’s quest for operational excellence in
learning, discovery and engagement.
Primary Duties and Responsibilities:
Under the direction of the Associate Vice
Chancellor for Academic Affairs/IPAR, this
position is responsible for planning,
organizing, and directing institutional research
programs and for supporting all internal and
external data collection. This position directs
the activities of support staff performing
institutional research in academic and
administrative budgetary matters; formulates
policies and procedures in major areas of
concern that are applicable on a university wide
basis; directs fiscal studies including
immediate and long-range budget projections
based on trends in student enrollment and
planned academic programs; conducts studies and
research related to student enrollment, faculty
assignments and productivity, cost data for
teaching programs, and student-teacher ratios;
and, recommends and coordinates matters
pertaining to facility priorities and
allocations; maintains liaison with users of
databases and data management systems. The
primary duties include:
Management Responsibilities:

Plan, organize, control and direct
operations and activities involved in the
research, review, analysis, interpretation
and reporting of a variety of data and
information used in assisting with
University assessment, planning,
decision-making, and determining
implications of University practices,
policies, measures and procedures.

Coordinate, develop, implement and conduct
projects, surveys and studies in support of
planning, research, and decision-making, and
establish and maintain related time lines
and priorities.

Supervise and evaluate the performance of
assigned personnel; interview and select
employees and recommend transfers,
reassignment, termination and disciplinary
actions; coordinate subordinate work
assignments and review work to assure
compliance with established standards,
requirements and procedures; assure employee
understanding of established requirements.

Serve on various committees and coordinate
and participate in the development and
analysis of related data. Provide
consultation to administrators, personnel,
committees and others concerning
institutional research, planning, and
decision-making; respond to inquiries,
resolve issues and conflicts, and provide
detailed and technical information
concerning related data, research, projects,
reports, studies, systems, practices,
measures, programs, policies and
procedures. Prepare and deliver oral
communications.

Develop and prepare the annual preliminary
budget for institutional research and
analysis; analyze and review budgetary and
financial data; control and authorize
expenditures in accordance with established
limitations.

Communicate with personnel, administrators
and various outside agencies to exchange
information and resolve issues or concerns.

Provide technical information and assistance
regarding institutional research and
planning activities, needs and issues;
assist in the formulation and development of
policies and procedures.

Maintain current knowledge of laws, codes,
ordinances, regulations and pending
legislation related to research and
planning; modify projects, studies,
functions and procedures to assure
compliance with local, State and federal
requirements as appropriate.

Manage the design, development, execution,
and maintenance of a web-based
decision-support communications system
focused on student enrollment, credit hour
production, and faculty productivity. This
system will dynamically deliver to campus
constituents the census enrollment and
personnel files, student survey results, and
other data files developed and maintained by
IPAR staff.
Project Responsibilities:
-
Prepare a
variety of mandated and requested
University, State and federal reports
related to the Integrated Post-secondary Educational Data Systems (IPEDS), decision
support, apportionment, course demand,
productivity, financial activity, students,
demographics, programs, enrollment,
practices, procedures and assigned
activities
-
Prepare and
evaluate University plans according to
established time lines; research and
assessment, interpret, analyze and explain
research data and information to assist
administrators with assuring University
plans, facilities and infrastructure meet
needs and projections. Examples include
projecting enrollments,
retention/graduation tracking and reporting,
maintaining the official degree program
inventory and implementation, advising on
degree program development or change,
program productivity reporting, maintaining
the building/room space inventory and
classroom/lab space utilization reporting,
reporting enrollments, degrees awarded and
SCH by unit, publishing the online Fact
Book, conducting online student evaluation
of instruction in their courses and
distributing unit reports each term,
conducting junior and senior student
satisfaction surveys and publishing reports,
maintaining a SACS web site with full
content management support, publishing College Portrait, generating and
submitting over 55 data files (student,
student class record, grade, and personnel
data files) per year to the UNC General
Administration, maintaining and reporting on
a database of all campus classroom/labs, and
handling dozens of surveys from external
agencies including, for example, the U.S.
News & World Report’s college and university
rankings report.

Monitor and
keep administrators current concerning
demographic information; develop, maintain
and assure integrity of student, staff and
program databases for use in reports,
planning and decision-making; assure
mandated data and reports are completed and
submitted according to established time
lines and requirements.

Generate several NCAA and athletically
related reports such as NCAA Graduations
Rates, NCAA Academic Performance Rate, North
Carolina General Administration Athletic
Reports (capturing the academic and student
profile information from and athletic
prospective relative to high school
performance measures like HS GPA, SAT ACT
test sores in a comparative manner., EADA (Equity
in Athletics Disclosure Act Form) &
Institutions - Athletically Related Revenue
and Expenses Report (capturing the
revenues, expenses and capital expenditures
of the institution's athletics department);
depth and aptitude to use information to
identify financial trends and relationships
of revenues and expenses of intercollegiate
athletic programs and the gender equity.

Cull IPEDS GSR/Federal Graduation Rate data
and Graduation Success Rate information as
well as Academic Progress Rate (APR)
information collected with APC data and
provide term-by-term assessment of Division
I student-athletes' academic performance.

Operate a variety of office equipment
including a computer, a dedicated server
with encrypted security, and a variety of
specialized systems and software;
participate in developing, selecting and
upgrading computer systems as directed;
drive a vehicle to conduct work. Provide
technical information and assistance
regarding institutional research and
planning activities, needs and issues;
assist in the formulation and development of
policies and procedures.
Qualifications:
Candidates with a Ph.D. in an analytical
discipline such as statistics, mathematics,
social sciences, computer science, education or
a related field and have coursework in research
design, data management, and statistics are
preferred. Candidates with a master’s degree in
an analytical discipline will be considered.
Candidates must have a strong analytical
background and five years of increasingly
responsible experience involving statistical
research, analysis, interpretation and
reporting, including work with institutional
assessment, research and planning functions.
Strongly desired is experience such as the
following: University North Carolina (UNC)
System, UNC System Institutional Research,
familiarity with enterprise systems and
reporting tools (such as SCT Banner, WebFocus,
ODS), successful design and implementation of a
robust data warehouse or datamart environment,
PL/SQL programming, TOAD, Argos, SQL Server
Reporting Services, Performance Point Server
2007,, and common statistical packages such as
SPSS and SAS. The ability to use Microsoft Word,
Excel and PowerPoint to simplify complex
analysis for lay audiences is needed.
Excellent writing skills, strong organization
and communication skills, ability to meet
deadlines, accuracy and attention to detail and
strong human relations skills are required.
Responsiveness and the ability to anticipate
constituent needs across the University is also
required.
