North Carolina Agricultural and Technical State
University has launched the new classification and pay
plan that the State of North Carolina has adopted. This
new plan replaces the salary grade system used in prior
years for positions that are Subject to the State
Personnel Act (SPA). Career Banding is a system in
which similar kinds of work are identified and organized
into broad classes of jobs. Career-Banding is
specifically designed to identify competencies needed by
an organization to accomplish its goals and objectives.
The competency-based human resources system drives the
following:
Compensation
Recruitment and Staffing
Workforce Planning
Performance Management and Assessment
Learning, Development and Training
The Office of State Personnel (OSP) has defined the job
families. Thousands of classifications have been
identified in more broad pay bands that are included in
each job family. Career-Banded class specifications and
salary guidelines are developed statewide for specific
job families and are subject to approval by the State
Personnel Commission. It is anticipated that all SPA
positions will be banded within the next three years.
